    Seminar bo potekal
    v četrtek, 22. novembra 2007
    v Mestnem muzeju Ljubljana (Gosposka ulica 15, Ljubljana).

    Cilja seminarja sta povečati osveščenost politikov in nevladnih organizacij o pomenu spolnega in reproduktivnega zdravja ter spolnih in reproduktivnih pravic v kriznih in konfliktnih ter pokonfliktnih situacijah in izdelati priporočila za boljšo integracijo spolnega in reproduktivnega zdravja ter spolnih in reproduktivnih pravic v evropske politike.

    Uvodni predavanji bosta imela gospod Jan Egeland, bivši generalni podsekretar Urada Združenih narodov za koordinacijo humanitarnih zadev, in gospa Wilma Doedens iz Sklada Združenih narodov  dejavnosti o prebivalstvu.

    Organizatorji bi se radi poučili tudi o izkušnjah Slovenije in državah na Balkanu na Programu varnega materinstva in posredovanju (Safe motherhood programmes and interventions). Zato z veseljem na seminar vabijo 2 posameznika iz Slovenije in vsake izmed držav na Balkanu. Podrobnosti si preberite spodaj.

    POMEMBNO OBVESTILO:

    Seminarja se lahko udeležita po 2 udeleženca iz Slovenije in vsake izmed držav na Balkanu (Albanije, Bolgarije, Bosne in Hercegovine, Hrvaške, Kosova, Makedonije, Romunije in Srbije). Dve nočitvi (21. – 23. november) sta za vse udeležence seminarja rezervirani in plačani v Hotelu Emonec (Wolfova 12, Ljubljana). Na dan seminarja imajo udeleženci organizirano in plačano tudi kosilo. Ostale obroke si morajo udeleženci organizirati in plačati sami. Prevoz do Ljubljane in do hotela si morajo udeleženci organizirati sami. Organizatorji vsem udeležencem povrnejo potne stroške v višini do 400 evrov na osebo in v višini 90 evrov na osebo za prevoz od letališča do hotela.

    Ker lahko povrnemo stroške nastanitve in potne stroške omejenemu številu udeležencev (glej zgornji odstavek), bomo morali izmed vseh prijavljenih udeležencev izbrati tiste, ki jim bomo povrnili potne stroške in plačali nastanitev. Do 2. novembra 2007 boste obveščeni o tem, ali ste sprejeti ali ne. Rok za oddajo prijave na seminar je 29. oktober 2007. Prosimo ne rezervirajte si potovalnih kart preden  niste obveščeni o izidu selekcije.

    Udeleženci iz drugih držav si morajo sami organizirati in plačati nastanitev in potovanje.

    Situation analysis

    From 1 January – 30 June 2008 Slovenia will hold the EU Presidency. Slovenia has, with Germany and Portugal, developed a joint 18-month Programme (January 2007-June 2008) on Development Policy. The Slovenian presidency will focus, in particular, on the situation of children affected by armed conflict, but with due regard to the preponderant role played by women in providing care, support and security for children, particularly in times of crises and conflict.

    As a first step, the Slovenian Government is preparing in cooperation with European Centre for Development Policy Management (ECDPM) a study on “Children and Women and Armed Conflict in EU Development Policy” The aim of the study is to explore how to further improve the Union’s approach and develop a policy on integrating the protection of children affected by armed conflict into EU development policy and programmes.

    The study should also aim at supporting EU work on mainstreaming the role of women in armed conflict and disarmament, demobilization, reintegration, post-conflict reconstruction and development in development cooperation policy and programmes, focusing on women empowerment in development cooperation with particular reference to how such measures will support children affected by armed conflict. The study will be presented in the beginning of the Slovenian presidency in January 2008.

    Sexual and reproductive health and rights(SRHR) is one of the most important issues connected with development policy and problems of children and women in armed conflicts and crises.

    SRHR and situation of children and women in crises and conflict areas

    “Reproductive health is a state of complete physical, mental and social well-being on not merely the absence of disease or infirmity, in all matters relating to the reproductive system and to its functions and processes”

    Sexual and reproductive rights include the rights of women and children to have control over and decide freely and responsibly about matters related to sexuality (with whom to have sex or not to have and how often) and whether or not to have children, and the information and means to do so, free of coercion, discrimination and violence.

    The right to sexual and reproductive health (SRH), including safe motherhood, family planning, prevention and treatment of sexually transmitted infections (STIs), HIV and emergency obstetric care, including the treatment of abortion-related complications, cervical and breast cancer prevention, applies to all people at all times. Lack of quality sexual and reproductive health services can lead to high infant and maternal mortality rates, an increase in the spread of STIs, including HIV, an increase in unwanted pregnancies and unsafe abortions, and increased premature women’s mortality and morbidity rates.

    These rights are often very difficult to realise in well organised HC systems and non-conflict situations, but are rudely and extremely violated in times of war, armed conflict and post-conflict. The impact of crises and conflicts on women and girls’  reproductive and sexual health can not be underestimated. Their psychological, reproductive and overall well-being is often severely compromised in times of conflict. In general women are more vulnerable to violations of sexual and reproductive rights than men because of prevailing oppressive gender relations.

    In every society we can find broad range of violations from involuntary first intercourse, forced pregnancy and coerced use of contraception, lack of access to reproductive HS for adolescents to forced intercourse and domestic violence and involuntary sex work. This also applies to crises and conflict situations where more women than men remain unprotected, which makes them particularly vulnerable to all kinds of violations of their sexual and reproductive rights:  systematic rape, sexual slavery and forced pregnancy, forced sterilization, forced abortion, coerced or forced use of contraceptives, genital mutilation, prenatal sex selection and female infanticide.

    Trafficking in and sexual exploitation of human beings, particularly of women and children (like child soldiers), tend to increase in conflict situations. Many women engage in prostitution to survive conflict, but also because sex becomes a source of bargaining power. Widespread gender-based violence during conflict is a major problem as such, but also increases the spread of STIs, including HIV/AIDS, especially among women.

    Crises and conflicts are particularly damaging to children and adolescents and can also lead to (imposed) increased risk-taking behaviour. Children and adolescents are also more vulnerable to violence and sexual abuse.

    The enormous rise in gender based violence and high risk sexual behaviour during conflict and post conflict situations combined with the absence of basic health services and supplies leads to an increase of unwanted pregnancies, unsafe abortions, difficult pregnancies and high risk deliveries, transmissions of STIs and HIV&AIDS and psychological problems. Therefore counselling and services related to SRH and HIV&AIDS should be a priority in those situations.

    Tragically, sexual and reproductive health needs are too often overlooked. Yet it is essential that they are considered as much a human right for communities experiencing the trauma of crises and conflict, as the basic elements of security, shelter, food, water and sanitation.

    Overall aim and goals of seminar

    Making sexual and reproductive health and rights a priority in pre, during and post-conflict/crises interventions by:

    1. raising awareness amongst policy makers and NGOs on the importance of SRHR in crises and conflict situations
    2. strengthening the cooperation between Slovenian policy makers and NGOs 
    3. stimulating the transfer of knowledge and experience in order to stress the importance of tackling SRHR issues in crises, conflict and post-conflict areas;
    4. drafting recommendations for a better integration of women and children’s SRHR in crises and conflict  in EU policy
